That Report PW 18-2023, dated June 6, 2023, respecting Award of Contract 2023-T-09 Reconstruction of Regional Road 42 (Ontario Street), in the City of St. Catharines, BE RECEIVED and the following recommendations BE APPROVED: 1. That Contract 2023-T-09 Regional Road 42 (Ontario Street) Road Reconstruction – Between Linwell Road and Lakeport Road in the City of St. Catharines, BE AWARDED to the lowest compliant bidder, Rankin Construction Inc., at their bid price of $16,144,790.25 (including 13% HST); and 2. That a capital budget adjustment in the amount of $1,252,109.27 gross and $0 net BE APPROVED for the Reconstruction of Regional Road 42 with funding from the cost sharing agreement with the City of St. Catharines.

That Report PW 20-2023, dated June 6, 2023, respecting Gross Budget Adjustment and Contract Increase for the Reconstruction of Regional Road 98 (Montrose Rd.), BE RECEIVED and the following recommendations BE APPROVED: 1. That a capital budget adjustment in the amount of $2,418,188 gross and $0 net BE APPROVED for the Reconstruction of Regional Road 98 with funding from the cost sharing agreement with the City of Niagara Falls; and Public Works Committee Open Session Minutes PWC 6-2023 June 6, 2023 Page 3 2. That the original Contract amount of $27,961,200.25 (including 13% HST) awarded to Beam-Rankin Joint Venture Ltd. BE INCREASED by $2,685,291.31 (including 13% HST), for a total revised Contract of $30,646,491.56 (including 13% HST) for Contract 2021-T-269 Road Widening and Reconstruction of Regional Road 98 (Montrose Road), Regional Road 47 (Lyons Creek Road) and Biggar Road in the City of Niagara Falls.

That Report PW 23-2023, dated June 6, 2023, respecting Gross Budget Increase from Cost-sharing Agreement with the City of Welland and Town of Pelham for the Quaker Road Trunk Sewer Replacement, BE RECEIVED and the following recommendations BE APPROVED: 1. That the capital budget adjustment in the amount of $3,727,895 gross and $285,896 net BE APPROVED for the Quaker Road Trunk Sewer Replacement and BE FUNDED as follows:  Development Charges – Sewers - $2,573,060  Capital Variance – Wastewater - $285,896  Cost Sharing – Town of Pelham - $933,842  Cost Sharing – City of Welland – ($64,903)
