That Report PW 13-2026, dated April 14, 2026, respecting Westchester Avenue Culvert (Str. 091305) Replacement, BE RECEIVED and the following recommendations BE APPROVED: 1. That a capital budget adjustment in the amount of $1,500,000 gross and net BE APPROVED for the Westchester Avenue Culvert (Str. 091305) Replacement and that the adjustment BE FUNDED from the Capital Variance Project – Levy; and 2. That the detailed design for the Westchester Avenue Culvert (Str. 091305) Replacement, in the City of St. Catharines, BE AWARDED to Ellis Engineering Inc. at their quoted price of $1,224,310 (including 13% HST).
