That Report PW 5-2023, dated March 7, 2023, respecting Drinking Water Compliance and Water Wastewater Quality Management System Endorsement, BE RECEIVED and the following recommendations BE APPROVED: 1. That information for Standard of Care requirements and training opportunities for members of Regional and Area Municipal councils BE RECEIVED; 2. That the Water Quality Management System Operational Plan and the Wastewater Quality Management System Operational Plan BE APPROVED and ENDORSED; and 3. That the Regional Chair and Regional Clerk BE AUTHORIZED to sign the Operational Plans on behalf of Council as evidence of Council’s endorsement.

That Report PW 9-2023, dated March 7, 2023, respecting Niagara Falls Wastewater Treatment Plant Secondary Upgrades Project – Green Municipal Funding Update, BE RECEIVED and the following recommendations BE APPROVED: 1. That Regional debt in the Niagara Falls Wastewater Treatment Plant Secondary Upgrades Project (10SW1517) of $7,165,400, BE SUBSTITUTED by $6,230,730 of Federation of Canadian Municipalities Debt funding and $934,670 of Federation of Canadian Municipalities Grant funding from the Green Municipal Fund; and 2. That the necessary amending By-law BE PREPARED and PRESENTED to Council for consideration.

That Report PW 15-2023, dated March 7, 2023, respecting Recommendations for Consideration from the Waste Management Planning Steering Committee meeting held February 27, 2023, BE RECEIVED and the following recommendations BE APPROVED: 1. That the Illegal Dumping Working Group Terms of Reference BE REVISED and REPLACED with the amended Illegal Dumping Working Group Terms of Reference provided in Appendix 1 of Report WMPSC-C 5-2023; and 2. That a copy of this report BE CIRCULATED to the Local Area Municipalities for information.

That Report PW 12-2023, dated March 7, 2023, respecting GO Station Development Strategy—St. Catharines Station Precinct, BE RECEIVED.
