That Report PW 27-2024, dated September 10, 2024, respecting Extension to 2022-T-145 Winter and Summer Grounds Maintenance – Water & Wastewater, BE RECEIVED and the following recommendations BE APPROVED: 1. That Contract 2022-T-145 Winter and Summer Grounds Maintenance - Water & Wastewater with ABC Enterprises, Total Land Care and Stonecast Contracting Ltd. BE EXTENDED under the same terms and conditions, as outlined in Report PW 27-2024, for a one (1) year optional extension (Term 3) at the total estimated cost of $2,565,651 including 13% HST; and Public Works Committee Open Session Minutes PWC 8-2024 September 10, 2024 Page 3 2. That the CAO BE AUTHORIZED to approve the issuance of a Purchase Order to effect the extension of the contract.

WHEREAS there are a number of extenuating circumstances in which vehicles may be inadvertently ticketed and/ or the driver might need to appeal should they not be at fault including: -a car being towed by a tow truck running a red light; -sliding through an icy intersection; -being rear-ended and pushed into an intersection; -being part of a funeral procession; -a valet driver driving a vehicle; -a stolen vehicle being driven by a criminal; and -a medical emergency NOW THEREFORE BE IT RESOLVED: 1. That staff BE DIRECTED to provide a report outlining the process to appeal red-light camera and automated speed enforcement infractions resulting in a charge under the Highway Traffic Act, as well as a review of how other jurisdictions are managing these types of extenuating circumstances.
