That Report PW 45-2023, dated October 10, 2023, respecting Water and Wastewater Financial Plan for O.Reg. 453/07, BE RECEIVED and the following recommendations BE APPROVED: 1. That the following statements included as part of Appendix 3 to Report PW 45-2023 resulting from the Water and Wastewater Financial Plan BE APPROVED in accordance with O.Reg. 453/07:  Pro forma Statement of Financial Position - Water  Pro forma Statement of Cash Flow/Cash Receipts – Water  Pro forma Statement of Financial Operations - Water Public Works Committee Open Session Minutes PWC 10-2023 October 10, 2023 Page 3 2. That the Water and Wastewater Financial Plan in Appendix 2 to Report PW 45-2023 BE APPROVED and used for the planning and preparation of water and wastewater budgets for the 2024 to 2033 period of the plan; 3. That a copy of the Water and Wastewater Financial Plan in Appendix 2 to Report PW 45-2023 BE SUBMITTED to the Ministry of the Environment, Conservation and Parks; and 4. That a copy of the Water and Wastewater Financial Plan in Appendix 2 to Report PW 45-2023 BE POSTED on the Niagara Region website.

That Report PW 39-2023, dated October 10, 2023, respecting Award of Contract 2023-T-21 Ontario Street Sanitary Sewer & Watermain Replacement, BE RECEIVED and the following recommendations BE APPROVED: 1. That Contract 2023-T-21 Ontario Street Sanitary Sewer & Watermain Replacement in the Town of Lincoln BE AWARDED to the lowest compliant bidder, Alfred Beam Excavation Limited at their bid price of $16,259,198.51 (including 13% HST); and 2. That a gross capital budget adjustment in the amount of $886,449 gross and $0 net BE APPROVED for the Ontario Street Sanitary Sewer & Watermain Replacement project and BE FUNDED as follows:  Cost sharing - Town of Lincoln $4,247,907  Capital Variance Project – Water ($3,361,458)

That Report PW 46-2023, dated October 10, 2023, respecting Purchase of a New Backhoe Loader for Welland Patrol Yard, BE RECEIVED and the following recommendation BE APPROVED: 1. That a capital budget adjustment in the amount of $300,000 gross and net BE APPROVED for the purchase of one (1) new backhoe loader in Fleet – Transportation Services and that the project BE FUNDED from the Capital Variance Project – Levy.

That Report PWC-C 8-2023, dated October 10, 2023, respecting Appointment of By-law Officers for the Enforcement of the Sewer Use By- law No. 27-2014, BE RECEIVED.
