That Report PDS 18-2025, dated October 30, 2025, respecting Purpose- Built Rental Housing Incentive Recommendations, BE RECEIVED and the following recommendations BE APPROVED: 1. That the New Purpose-Built Rental Housing Incentive Program attached as Appendix 2 to Report PDS 18-2025 BE APPROVED in principle, subject to 2026 budget approval; 2. That the Municipal Housing Facilities By-law 2017-89 BE REPEALED AND REPLACED with the By-law provided as Appendix 3 to Report PDS 18-2025, in order to facilitate the Purpose-Built Rental Housing Incentive Program; 3.
