That the following minutes of Regional Council BE ADOPTED: Open Session Minutes CL 8-2026, Thursday, May 28, 2026 (Special Meeting) Open Session Minutes CL 9-2026, Thursday, May 28, 2026 (Regular Meeting)

That Report CLK 1-2026, dated June 25, 2026, respecting Delegation of Authority for the Period of Restricted Acts after Nomination Day for the 2026 Municipal Election, BE RECEIVED and the following recommendations BE APPROVED: 1. That for such period that Regional Council is prohibited from taking certain action pursuant to section 275 of the Municipal Act, 2001 (the Act), Regional Council DELEGATES to the Chief Administrative Officer, only to the extent permitted by the Act and not already delegated, the following: a) Authority for expenditures of the incurring of any liabilities, outside current approved budget, exceeding $50,000; b) Authority, including authority to execute the agreement of purchase and sale, pertaining to the disposition of any real or personal property of the municipality which has a value exceeding $50,000 at the time of disposal, outside current approved budgets; c) Authority to hire or dismiss any employee of the municipality, including a Commissioner; and 2. That the Chief Administrative Officer BE DIRECTED to report to Council regarding any exercise of authority provided by Recommendation 1 no later than the first quarter of 2027.

That the motion BE AMENDED to include the following: 3. That staff BE DIRECTED to undertake engagement with First Nations and bring back a report with any modifications to the draft letter.

That Memorandum CL-C 24-2026, dated June 25, 2026, respecting Niagara Regional Police Service Board Request for Operating Budget Amendment – NRPS Secondment to the Combined Forces Special Enforcement Unit Golden Horseshoe, BE RECEIVED; and That Regional Council APPROVE an operating budget amendment in the amount of $140,000.00 to temporarily fund a NRPS secondment to the Combined Forces Special Enforcement Unit Golden Horseshoe for the period of March 1 to December 31, 2026, to be funded by a transfer from the Police Contingency Reserve Fund.

That Minutes PWC 6-2026 being the Open Session minutes of the Public Works Committee meeting held on Tuesday, June 9, 2026, BE RECEIVED and the recommendations contained therein BE APPROVED.

That Memorandum CAO 10-2026, dated June 25, 2026, respecting Update on the Niagara Region Core Services Review, BE RECEIVED for information.

That Confidential Report PDS 13-2026, dated June 25, 2026, respecting A Matter of Information Explicitly Supplied in Confidence to the Municipality by the Province under section 239(2)(h), and (i) commercial information, supplied in confidence to the municipality, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization of the Municipal Act, 2001 – Metrolinx Cost Contribution Agreement, BE RECEIVED and the recommendations contained therein BE APPROVED.

That the following Bills BE NOW READ and DO PASS: Bill 2026-32 A by-law to authorize long-term financing (1-30 Years) in the amount of $8,402,000.00 for a capital works project for The Regional Municipality of Niagara. Bill 2026-33 A by-law to adopt, ratify and confirm the actions of Regional Council at its meeting held June 25, 2026.
