That Staff BE DIRECTED to reduce the overall Water/Wastewater rate increase by 2% (from 9.42% to 7.42%) by utilizing the Water and Wastewater Stabilization Reserves for 1% and by reducing the capital financing to 6.25% (instead of 7.25%).

That Report CSD 66-2025, dated December 4, 2025, respecting 2026 Schedule of Fees and Charges, BE RECEIVED and the following recommendation BE APPROVED: 1. That the following recommendations BE CONSIDERED as part of the final budget deliberations at the December 11, 2025, Budget Review Committee of the Whole; a) That the Draft 2026 Schedule of Fees and Charges, Appendix 1 to Report CSD 66-2025, BE APPROVED; and b) That the necessary by-law BE PREPARED and PRESENTED to Council for consideration.

That the motion BE AMENDED as follows: 1. That the Regional Departmental Levy increase for Enhanced Capital Financing BE SET at 0% for 2026; and 2. That staff RETURN with a Capital Financing plan that balances taxpayer affordability with a risk-based approach to asset renewal and interventions, with a longer implementation plan in recognition of the multiple decades this gap was built up over.
